Phil has the responsibility for all pre-construction efforts including budgeting, estimating, and bidding functions at Kellogg & Kimsey, Inc. as well actively participating in the overall management of the company. Phil and the Estimating Staff are heavily involved during pre-construction activities with clients and their design teams to bring exceptional value to their projects. He provides leadership in evaluating market conditions for material and labor to keep the company competitive from cost perspective. Phil is a LEED Accredited Professional and directs the efforts in regards to green building practices evaluated during estimating. After graduating from the University of Florida with a degree in Building Construction, he was a Construction Manager for both a national and regional contractor before starting Kellogg & Kimsey, Inc.
